Accounting in Ukraine

What a foreign owner should know before the first month closes

Corporate income tax 18%

Charged on accounting profit adjusted for the tax differences listed in the Tax Code. Companies with annual revenue above 40 million hryvnia report quarterly, smaller ones once a year. Dividends paid abroad carry a 15% withholding tax unless a tax treaty lowers it.

VAT 20%

Registration becomes compulsory once taxable supplies exceed 1 million hryvnia over 12 months; voluntary registration is possible earlier. VAT invoices are registered in the state electronic register, and the return is filed every month within 20 days after the month end.

Simplified tax for small companies

A company with revenue up to roughly 10 million hryvnia a year and no excluded activities can pay a single tax of 5% of revenue instead of income tax and, in most cases, VAT. Whether it suits a subsidiary depends on its customers and its cost structure; we model both options before registration.

Payroll taxes

Personal income tax 18% and military levy 5% withheld from employees, unified social contribution 22% paid by the employer. Salaries are paid at least twice a month and reported monthly. The full picture is on the page payroll services in Ukraine.

Statutory books and statements

Books are kept in Ukrainian under national accounting standards, with annual financial statements due by the end of February. A parallel set under IFRS or in the group’s format is a separate deliverable we prepare in English.

Currency control

Under martial law the National Bank limits certain cross-border payments, including some dividend and loan repayments. Before a foreign payment is planned we check the current rules, so that the transfer is not returned by the bank.

LLC (TOV)
A full Ukrainian taxpayer

Its own books, income tax or single tax, VAT, payroll and annual statements. The most common form for a foreign-owned operating company. Registration and bank account: see company registration in Ukraine.

Representative office
Part of the foreign company

A non-commercial office keeps books for its own costs and payroll; an office that trades is taxed as a permanent establishment. The line between the two is where the tax risk sits, and we review it before the year end: representative office taxes.

Who does the work

The account is run by a named accountant and reviewed by an auditor of the firm every quarter. MK Audit has been on the Register of auditors and audit entities since 2000 under No. 4624 and belongs to DFK International, so the reporting formats are the ones a group auditor already knows. What we need from you at the start

Taking over the books takes up to 30 days, including the reconciliation of balances. To keep to that, we ask for six groups of documents, none of which takes your accountant more than a day.

Registration documents

The state register extract or the accreditation file of the representative office, the charter or statute, and the beneficial ownership details.

Access

E-signature keys or a power of attorney, access to the taxpayer portal and to online banking, and authority to file returns.

Current books

The accounting database or a trial balance, balances at the handover date, and filed returns with their acceptance receipts.

Staff

Employment contracts, orders, the staffing table, payroll data, and the files and work permits of foreign employees.

Counterparty contracts

Accounting services: the full list

Do you provide accounting services in Kyiv only, or across Ukraine?

Both. The office is in Kyiv, so meetings and document handover happen there, and we keep books remotely for clients in any Ukrainian city as well as for representative offices of foreign companies.

Can we outsource only part of the accounting function?

Yes. Payroll and the primary documents ledger are the parts most often outsourced on their own. We agree the journal entry format with your accountant at the start.

Can you keep the books in English and report to our head office?

Statutory books and tax returns are kept in Ukrainian as the law requires, but the monthly management pack, IFRS package and all communication are in English. Your head office deals with us directly.

Do you handle payroll for a small Ukrainian team?

Yes. Payroll outsourcing in Ukraine is a standard part of our service for teams from one employee upwards: salaries, taxes, social contribution, sick leave, vacation and the related reporting.

We have a representative office, not a company. Does that change anything?

A representative office has its own tax and reporting rules in Ukraine. We keep books for representative offices and know the specifics of their registration, taxation and reporting to the parent.

How quickly can you take over the accounting?

Usually within 30 days: we collect the books, reconcile balances with the previous provider, set up access and start the monthly cycle. If the books need restoration, we agree a separate plan first.

Do we need a Ukrainian director or an in-house accountant?

A company needs a director registered in Ukraine; a resident is not required by law, but banks and the tax authority work far more smoothly with one. An in-house accountant is not required at all: the accounting function can sit entirely with an accounting company in Ukraine under a contract, which is the arrangement most foreign-owned entities choose.

Which accounting software do you use?

Ukrainian statutory books are kept in the systems the tax authority and banks integrate with. For the head office we export to the group’s format or work in your ERP through remote access. The choice is made at the handover and written into the engagement letter.

Can you take over from our current accountant without a gap?

Yes. We collect the database, the source documents and the filed returns, reconcile the opening balances and record the state of the books at the handover date in writing. The first month runs in parallel where the previous provider is still available.

How does communication with the head office work?

A named accountant on your account, e-mail and calls in English, a monthly reporting pack on a fixed date and a secure file exchange for documents. Meetings online or at the office in Kyiv.

How much do accounting services cost in Ukraine?

The fee depends on the number of transactions and documents per month, the tax regime, headcount, foreign trade and currency operations, and whether the head office needs reporting in English. Do you charge per hour or a fixed monthly fee, and is there a price list?

Ongoing service is a fixed monthly fee for an agreed scope, so the budget is known in advance. An hourly rate applies to one-off tasks outside the scope, such as a reply to a tax office request or a certificate for a bank. There is no table-style price list because every company’s volume differs; instead you receive a proposal with a specific list of work.
