What documents to prepare
The full list follows the terms of reference of your contract. Below is what any EU verifier asks for. The sample is checked against originals or properly certified copies; scans are accepted for a first review.
The EU grant contract with annexes, the expenditure verification terms of reference, the budget and every amendment agreed in writing.
The financial report in the donor template, its reconciliation to the ledgers, and earlier reports with the contracting authority comments.
Project trial balances, statements for the project account, and the conversion of costs into euro under the rule set by the contract.
Requests for quotations, the offers received, evaluation tables and selection minutes, contracts, and proof of the origin of goods and nationality of contractors.
Employment and service contracts, orders, the rate calculation, monthly timesheets, payroll registers and payroll tax filings.
Interest on balances, income generated by the project, and evidence of whether VAT is recoverable for the organisation.
Most common questions
What does an EU expenditure verification cover?
The auditor checks that the costs declared in the financial report are recorded, eligible under the contract, supported by documents and correctly converted into the reporting currency. Procedures and sample sizes follow the terms of reference annexed to the grant contract.
Can you sign the EU report as an independent auditor?
Yes. MK Audit is registered in the Ukrainian auditors register (No. 4624) and is a member of DFK International, which meets the EU requirement for a qualified, independent auditor.
How long does it take?
For a one to two year project with a budget up to EUR 500 000, usually 2 to 4 weeks after we receive the documents. Larger multi-partner projects take longer; we agree the timeline in the proposal.
Do you work with partners outside Kyiv?
Yes. Fieldwork is done remotely through a secure file exchange, with an on-site visit only where the terms of reference require it.
