What an audit costs in Ukraine and what drives the price

Asking about the fee feels awkward, though it is the simplest question on the table. No auditor names a figure before seeing the scope, and that is the only reason it feels that way. What the cost of an audit depends on

Volume of transactions

The main driver. The auditor works with a sample, and its size follows the number of documents. A dozen counterparties and thousands of delivery notes mean different time for the same procedure.

Number of accounting areas

Fixed assets, inventory, settlements with customers and suppliers, payroll, loans, leases, provisions. Every material area is a separate set of procedures. The more areas with real balances, the larger the engagement.

Tax regime and VAT

Ukraine has a general tax regime and a simplified one for smaller business. VAT adds work: tax invoices are registered in a state system and can be blocked there, so input credit is traced document by document.

Foreign trade and currency

Imports, exports, currency accounts, exchange differences, settlements with non-residents. Ukrainian currency rules set deadlines for those settlements, so the auditor checks contracts, customs declarations and how currency was translated.

Group and consolidation

Several legal entities mean several sets of statements, intragroup transactions to eliminate and reconciliations between companies. An audit of consolidated statements under IFRS is always heavier than one company.

Condition of source documents

Ukrainian practice puts a signed paper behind every entry: an act, an invoice, a delivery note. When part of them is missing, time goes into repeat procedures, and difficult cases need accounting restoration first.

Deadline and season

Work planned in a quiet month runs evenly. An urgent engagement before the filing date means overtime and a reshuffle of other projects. The reporting season concentrates this work into the first half of the year, so the quiet months are the easiest ones to plan.

Report format

The level of assurance differs, so the volume of procedures differs too. A statutory audit of financial statements, a review under ISRE 2400 and a verification of grant spending are three different assignments.

Language of the report

Ukrainian and English are different work on wording and terminology. The Ukrainian version is filed at home, the English one goes to the parent company, the investor or the group auditor.

When inventory or fixed assets are material, the auditor must be present at the count. That is a visit to a warehouse on a fixed date, sometimes in several cities.

A fixed price means overpaying

For one number to suit everyone, it has to carry the worst case. A simple company then pays for somebody else’s complexity: convenient for a website, poor value for the client.

Or a reduced scope

The other way to hold a low fixed price is to shrink the procedures. The report exists, but with less evidence behind it, and for a bank or an investor that is risky.

Is an audit more expensive if the books have been neglected?
