Ukrainian financial statements 2027: what Ministry of Finance orders 483 and 520 change in NP(S)BO 25

Аудит і звітність бізнесу

From 1 January 2027 small and micro enterprises in Ukraine prepare financial statements on updated forms 1-m, 2-m, 1-ms and 2-ms: by orders No. 483 of 15 September 2026 and No. 520 of 2 October 2026 the Ministry of Finance amended National Accounting Standard NP(S)BO 25, form 5 «Notes» and the simplified chart of accounts. Statements for 2026 are still filed on the old forms, but the ledger has to be prepared for the new ones in the fourth quarter.

Below is what exactly changes, who is affected and what to do before the year end so that the transition does not turn into manual reshuffling of balances between accounts in January.

What changed

Order No. 483 of 15 September 2026 was registered with the Ministry of Justice on 30 September 2026 under No. 1304/46698; order No. 520 of 2 October 2026 corrected it. Both were officially published on 23 October 2026 and take effect on 1 January 2027. The texts are available on the Ministry of Finance website: order No. 483 and order No. 520.

Five documents are affected:

  • NP(S)BO 25 «Simplified financial statements» and forms 1-m, 2-m (small enterprises), 1-ms, 2-ms (micro enterprises);
  • form 5 «Notes to the annual financial statements»;
  • annexes 1 and 2 to NP(S)BO 1 «General requirements for financial statements» (header details of the forms);
  • annex 1 to NP(S)BO 29 «Segment reporting» (header details);
  • the simplified chart of accounts (Ministry of Finance order No. 186 of 19 April 2001).

The size criteria for small and micro enterprises have not changed. What changes are the accounting rules, the forms and the accounts.

What changes Before (2026 statements) After (from 1 January 2027)
Administrative expenses in form 2-m Part of «Other operating expenses» Separate line 2130 «Administrative expenses»; line 2285 «Total expenses» = 2050 + 2130 + 2180 + 2270
Revaluation of assets in balance sheet 1-m Within «Additional capital» Separate item «Revaluation capital»
Long-term liabilities, provisions, targeted financing One line Three items: «Long-term liabilities», «Long-term provisions», «Targeted financing»
Intangible assets in form 1-ms No separate lines Cost, accumulated amortisation, carrying amount and capital work in progress shown separately
Accounting policy Simplified approaches were often applied without a written order Chosen measurement methods and accounting treatment of assets, expenses and receivables must be set out in the accounting policy order (para. 7, section I of NP(S)BO 25)
Header details of forms 1-m, 2-m, 5 and the annexes to NP(S)BO 1 and 29 KVED-2010 only Legal form, KVED-2010 and/or NACE 2.1-UA, registered address, signatories
Simplified chart of accounts No separate accounts for intangibles, revaluation capital, administrative expenses New accounts 12, 41, 42, 43, 71, 92, 94; accounts 10, 13, 15, 16, 31, 40, 47, 48, 55, 64, 66, 70, 74, 90, 97 clarified

Who is affected

Directly: small and micro enterprises reporting under NP(S)BO 25 and companies using the simplified chart of accounts. Indirectly: every company that files form 5 «Notes» or discloses segment information, because the header details of those forms change (legal form, KVED and/or NACE 2.1-UA, registered address, signatories).

For an LLC reporting on the full forms 1 and 2 the figures do not change. The accounting software will update the templates, though, so it is worth checking that the right codes appear in the header.

What to do and by when

  1. By 31 December 2026. Review the accounting policy order: from 2027 the chosen measurement methods and the accounting treatment of assets, expenses and receivables under the simplified approaches must be set out in a written order. If there is no such clause, add it with a date before the start of the year.
  2. By 31 December 2026. Set up the new accounts of the simplified chart: 12 «Intangible assets», 41 «Revaluation capital», 42 «Additional capital», 43 «Reserve capital», 71 «Other operating income», 92 «Administrative expenses», 94 «Other operating expenses». Check the purpose of accounts 10, 13, 15, 16, 31, 40, 47, 48, 55, 64, 66, 70, 74, 90 and 97.
  3. January 2027. Transfer opening balances: revaluation surplus from additional capital to revaluation capital, intangible assets to their own account, and split long-term liabilities into loans, provisions (vacation pay, warranties) and targeted financing.
  4. From 1 January 2027. Accumulate administrative expenses separately from other operating expenses, otherwise line 2130 of form 2-m for 2027 will have to be reconstructed retrospectively.
  5. Statements for 2026 are filed on the current forms. The new forms apply to 2027 periods for the first time.
  6. Header of the forms. Confirm the legal form, the principal activity under KVED-2010 and/or NACE 2.1-UA and the registered address. If the actual address differs from the registered one, the statements show the address in the state register.

Typical transition mistakes

  • New accounts are opened but the balances at 1 January are not transferred: the 2027 balance sheet does not agree with the 2026 one.
  • The accounting policy is updated in February with a back date. The order must be dated before the period it applies to.
  • Administrative expenses keep going to the same account as other operating expenses and are split «by percentage» at year end. An auditor or the tax office will see it in the sub-ledger.
  • Form 5 for 2026 is completed in the new template with NACE 2.1-UA, although the old version of the form applies to 2026.
  • A micro enterprise owns intangible assets (software, website, licences) without supporting documents, and from 2027 these assets move to separate balance sheet lines and become visible.

FAQ

Do the 2026 financial statements have to be filed on the new forms?

No. Orders No. 483 and No. 520 take effect on 1 January 2027 and apply to 2027 reporting periods. The annual statements for 2026 are prepared on the current forms.

Have the criteria for small and micro enterprises changed?

No. The orders change accounting rules, reporting forms and the simplified chart of accounts. The size criteria remain in the Law of Ukraine «On Accounting and Financial Reporting in Ukraine».

What happens if the accounting policy is not updated before 2027?

From 2027 the simplified approaches to measuring assets, expenses and receivables must be set out in the accounting policy order. Without it, a tax inspection or an audit will ask on what basis a particular measurement method was applied.

How we help

We keep the books of Ukrainian LLCs and prepare the transition to the new forms: we update the accounting policy, set up the chart of accounts and transfer the balances. If the ledger is in disarray and the 1 January balances are unsupported, we start with accounting restoration. For companies that need an audit of their 2026 financial statements, we also verify the opening balances for 2027. Write to us via the contact page.
