The limit does not ban larger payments, but the bank will execute a transfer above the limit only after the source of funds is confirmed with documents.

This is the second step after the reduction in August. If you have recently registered as a sole proprietor or are resuming business after a break, it is worth checking your status with the bank in advance and gathering documents, so that payments to suppliers do not get stuck at the end of the month. Below we explain what exactly is changing, who is affected and how to prepare.

What has changed

On 14 May 2026, the National Bank of Ukraine (NBU), the Association of Ukrainian Banks and 29 banks signed an updated Memorandum on the Transparency of the Payment Services Market. It provides for a phased reduction of limits. The first stage has applied since 14 August 2026, and the second starts on 14 November 2026. Overview of the changes: Ліга:Закон.

At the second stage, the limits for new and dormant sole proprietors are as follows: group 1 up to UAH 400,000 per month instead of UAH 600,000, groups 2 and 3 up to UAH 1,000,000 per month instead of UAH 3,000,000. The limits apply to outgoing transfers, i.e. money the entrepreneur sends from their account.

FOP group

From 14 August 2026

From 14 November 2026

Group 1

UAH 600,000 per month

UAH 400,000 per month

Group 2

UAH 3,000,000 per month

UAH 1,000,000 per month

Group 3

UAH 3,000,000 per month

UAH 1,000,000 per month

Banks also set restrictions for new and inactive legal entities. Sources quote different amounts, so check the specific limit for your company with your bank.

Who is affected

new sole proprietors in single tax groups 1, 2 and 3. Each bank decides for itself how many months a FOP counts as new, usually 6-12 months;

dormant sole proprietors, i.e. those resuming business after a break;

new and inactive LLCs and other legal entities: banks set their own restrictions for them;

accountants who manage several sole proprietors and plan their clients’ payments for the month.

If your FOP has been operating for a long time without breaks, the new limits do not apply to you. However, each bank has its own criteria for new and dormant accounts, so it is better to check your status than to guess.

What to do and by when

The new limits apply from 14 November 2026, so it is best to prepare before that date.

Ask your bank whether your FOP is treated as new or dormant and which limit will apply to you.

Work out how much you usually transfer per month and compare it with the limit for your group.

Gather documents in advance: contracts, acts of acceptance, invoices, FOP reports and tax returns. These are what confirm the source of funds for a transfer above the limit.

If your turnover is consistently above the limit, contact the bank with documents and ask for a higher limit.

Do not split payments into several smaller ones: the bank sees this.

Keep an eye on the income limits of your single tax group so as not to exceed them.

If your turnover is large and growing, consider operating through an LLC.

Common mistakes and risks

“You cannot transfer more than the limit.” You can. The bank executes a transfer above the limit on the client’s payment instruction after the source of funds is confirmed with documents.

Confusing the limit with the financial monitoring threshold. Transactions of UAH 400,000 or more are subject to financial monitoring under Law No. 361-IX. This is a threshold, not a limit: it does not cap the amount, it means the bank reviews the transaction. The figure coincides with the group 1 limit, but these are different mechanisms.

Splitting payments. Breaking a large amount into several smaller transfers will not help: the bank sees this.

Looking for documents at the last minute. If a contract or an act is not at hand, a payment to a supplier may be delayed for several days while you collect them.

Relying on other people’s experience. Each bank sets its own period during which a FOP counts as new. What one bank told you does not necessarily apply at another.

FAQ

<details>

What are the FOP transfer limits in Ukraine from 14 November 2026?

For new and dormant sole proprietors: UAH 400,000 per month in group 1 and UAH 1,000,000 per month in groups 2 and 3. Until 14 November, the first-stage limits apply: UAH 600,000 and UAH 3,000,000 respectively.

</details>
<details>

Can a sole proprietor transfer more than the limit?

Yes. The bank executes a transfer above the limit on the client’s payment instruction after the source of funds is confirmed with documents. The limit can also be raised by contacting the bank with documents: contracts, acts, invoices, reports and tax returns.

</details>
<details>

Which FOP does a bank treat as new?

Each bank decides this itself, usually 6-12 months from registration. A dormant FOP is one that resumes business after a break. Check the exact criteria with your bank.

</details>

How we help

We keep the books for sole proprietors and LLCs and prepare a document pack for the bank: contracts, acts, invoices, reports and tax returns, so that it is at hand when the bank asks you to confirm the source of funds. If a business outgrows the FOP format, we help with the move to an LLC.
