﻿{"id":4159,"date":"2026-09-11T10:16:42","date_gmt":"2026-09-11T07:16:42","guid":{"rendered":"https:\/\/audit-mk.com.ua\/khto-vede-zvitnist-za-msfz-2026\/"},"modified":"2026-09-11T10:16:42","modified_gmt":"2026-09-11T07:16:42","slug":"khto-vede-zvitnist-za-msfz-2026","status":"publish","type":"post","link":"https:\/\/audit-mk.com.ua\/en\/khto-vede-zvitnist-za-msfz-2026\/","title":{"rendered":"Who must report under IFRS in Ukraine in 2026"},"content":{"rendered":"<p><\/p>\n<p>For many Ukrainian companies the move to International Financial Reporting Standards stopped being a choice long ago: the law names the categories of entities that must prepare IFRS financial statements. The difficulty is that the list is built from several overlapping criteria, and a company can fall into it without noticing, simply by growing during the year. Below we explain who is covered, how to check your own position and what to do if you are already on the list.<\/p>\n<h2>Who must apply IFRS by law<\/h2>\n<p>The Ukrainian Accounting and Financial Reporting Act provides that financial statements under international standards are prepared by:<\/p>\n<ul>\n<li>public interest entities;<\/li>\n<li>public joint stock companies;<\/li>\n<li>entities operating in extractive industries;<\/li>\n<li>large enterprises under the statutory size criteria;<\/li>\n<li>entities carrying out activities on a list set by the Cabinet of Ministers, mainly in financial services.<\/li>\n<\/ul>\n<p>All other entities may adopt IFRS voluntarily. In practice this is what subsidiaries of foreign groups do, because the parent requires an IFRS package for consolidation anyway.<\/p>\n<h2>What counts as a public interest entity<\/h2>\n<p>This is the widest category and the one that raises the most questions. Public interest entities include:<\/p>\n<ul>\n<li>issuers whose securities are admitted to trading on organised markets;<\/li>\n<li>banks and insurers;<\/li>\n<li>private pension funds;<\/li>\n<li>other financial institutions, except those classified as micro or small enterprises;<\/li>\n<li>large enterprises.<\/li>\n<\/ul>\n<p>For these companies IFRS is mandatory regardless of whether there is a foreign shareholder. Together with international accounting standards comes the statutory audit of the annual statements, which we covered separately: <a href=\"\/en\/uslugi\/auditorskie\/audit-2\/\">statutory audit of financial statements<\/a>.<\/p>\n<h2>Criteria for a large enterprise<\/h2>\n<p>Size is determined by three indicators at the reporting date: balance sheet total, net revenue and average headcount. An enterprise is large if it meets at least two of the three thresholds:<\/p>\n<ul>\n<li>balance sheet total above 20 million euro;<\/li>\n<li>net revenue above 40 million euro;<\/li>\n<li>average headcount above 250 people.<\/li>\n<\/ul>\n<p>Hryvnia figures are converted into euro at the National Bank&#8217;s average annual rate. An important detail: the category changes only if the enterprise fails the criteria of its previous category for two consecutive years. One strong year is not enough to become large, and one weak year is not enough to stop being large. This is often confused, and companies either adopt IFRS too early or a year too late.<\/p>\n<h2>How to check your position in ten minutes<\/h2>\n<p>Take the balance sheet and income statement for the last two years and check three things.<\/p>\n<ul>\n<li>Are you an issuer of listed securities, a bank, an insurer, a financial institution or an extractive company? If so, IFRS applies regardless of size.<\/li>\n<li>Did you exceed two of the three size criteria for a large enterprise in each of the two years? If so, the obligation has arisen.<\/li>\n<li>Is your line of business on the government list of activities that require IFRS? This mainly concerns financial services.<\/li>\n<\/ul>\n<p>If none of the points applies, you stay on Ukrainian standards and may move to IFRS voluntarily when an investor, a bank or the parent company asks for it.<\/p>\n<h2>What to do if you are on the list<\/h2>\n<p>The obligation to apply IFRS starts with the first reporting period after the company acquires the relevant status. The practical sequence is:<\/p>\n<ul>\n<li>set the transition date and prepare the opening IFRS statement of financial position at that date;<\/li>\n<li>select and approve an IFRS accounting policy;<\/li>\n<li>transform the statements for the prior period to obtain comparatives;<\/li>\n<li>set up the accounting so that the IFRS package is produced every year without manual recalculation;<\/li>\n<li>commission the audit of the first IFRS statements from a firm that did not take part in the transformation.<\/li>\n<\/ul>\n<p>How the transition from Ukrainian standards works step by step is covered in a separate article: <a href=\"\/en\/transformatsiia-zvitnosti-u-msfz-pokrokovo\/\">IFRS transformation step by step<\/a>. First, the transition is started at the end of the year, when there is no time left for the opening statement and comparatives. Second, the accounting policy is copied in a standard wording without reference to the company&#8217;s actual transactions, so the auditor cannot tell how inventory or leases were measured. But the parent usually requires an IFRS package for consolidation, so in practice such companies keep parallel records voluntarily.<\/p>\n<\/details>\n<details>\n<summary>From which year does the obligation start once we become a large enterprise?<\/summary>\n<p>From the first reporting period after two of the three criteria have been exceeded for two consecutive years. The transition date is the beginning of the earliest comparative period in the first IFRS statements.<\/p>\n<\/details>\n<details>\n<summary>Can a company go back to Ukrainian standards?<\/summary>\n<p>If the entity loses the status that required IFRS, the law allows a return to national standards. An entity that adopted IFRS voluntarily, as a general rule, continues to apply them.<\/p>\n<\/details>\n<details>\n<summary>Is an audit of the first IFRS statements required?<\/summary>\n<p>For public interest entities and large enterprises the audit is required by law. For others it is requested by the shareholder, the bank or an investor.
